A new service for transferring the right to manage a car to another person has been launched on Uzbekistan's Unified Portal of Interactive State Services, my.gov.uz. This service will automate the process of imposing fines for traffic violations specifically on the actual driver, rather than the vehicle owner.

Now, car owners who have handed over their vehicle for use under a power of attorney or to close relatives can submit an application through the "In Test Mode" section on the portal. This requires entering the vehicle's state registration number, management period, as well as the driver's PINFL and passport details. If a general power of attorney exists, it must be attached to the application. The driver, in turn, must confirm the request in the "Notifications" section of their profile using EDS, Mobile-ID, or Face-ID.

The service is fee-based and amounts to 0.9% of the Base Calculation Value. With a 10% discount for online payment, the cost will be 37,080 soums. A 50% discount is provided for individuals included in the social registry, as well as for disabled persons of groups I and II. For state bodies and organizations engaged in passenger transportation, the re-registration of responsibility for fines to employees is carried out free of charge.

Applications from individuals are processed automatically (within 5 days if a general power of attorney is present), while for legal entities, the processing period is 5 working days. The Department of Public Safety of the Ministry of Internal Affairs also clarified that responsibility can be re-registered through the Safe Road application. After payment is made, an automatic notification confirming the status is sent to the person receiving the management right.
