At a session of the Senate of the Republic of Uzbekistan, the draft law "On Compensation for Damage Caused by an Illegal Decision, Action, or Inaction of a State Body or Its Official" was discussed and approved. This law aims to regulate the procedure for compensating damage inflicted on citizens by the state, based on unified norms.
Currently, compensation for such damage is governed by more than ten different legislative and regulatory acts, but there are no clear mechanisms for payments from the state budget. The new law establishes the procedure for compensation and subsequent recovery of damages from guilty parties through regress, which simplifies bureaucratic processes and strengthens the protection of citizens' rights.
The law enshrines principles of legality, priority of human rights and freedoms, prevention of conflicts of interest, openness, and transparency. Additionally, it provides for the formation of regional targeted funds to compensate for property damage, facilitating effective payment organization at the local level.
According to senators, the adoption of the law will ensure the constitutional right of citizens to compensation for damage from the state and enable holding guilty officials accountable. This reform represents a significant step towards controlling the activities of state employees and increasing public trust.
