A high-profile criminal case concerning large-scale bank fraud has concluded in Tashkent, Uzbekistan. The Chilanzar District Court found Anvar Islomov, Avazbek Toshmatov, and Jamoliddin Parpiyev guilty of fraud and document forgery, involving loans totaling 45 billion Uzbek soms obtained through falsified documents and fictitious collateral. The court sentenced them to prison terms ranging from 8 years and 1 month to 8 years and 2 months.
The criminal scheme involved securing loans from branches of "Uzpromstroybank" under the pretext of purchasing construction materials and equipment. The bank was provided with forged meeting protocols from the founders of companies Feruza Barakat Servis and To’rtinchi Avtoxizmat, where the signatures of property owners were falsified. Instead of repaying the debt, the acquired funds were transferred to various company accounts and spent on the personal needs of the group members. The total debt, including interest, owed to the bank exceeded 70 billion soms.
Concurrently with the criminal proceedings, economic and civil disputes continue in courts of various instances. Property owners whose signatures were forged have successfully petitioned the courts to invalidate the collateral decisions. However, debt collection efforts are still directed at these properties. The situation is further complicated by the fact that a multi-apartment building has already been constructed on one of the disputed plots, with over 100 individuals having purchased apartments there. If the property is seized as collateral, these homebuyers risk losing their ownership rights.
The press service of the Tashkent City Courts issued an official statement clarifying the current status of the case. At present, judicial proceedings are ongoing in civil courts. The appellate instance of the Tashkent City Court for civil cases is reviewing a complaint against the decision for early debt collection and enforcement against the pledged property. The next hearing on this matter is scheduled for April 15.
