President Shavkat Mirziyoyev of Uzbekistan stated at a video conference that mass rejections of construction applications are linked to corruption. He highlighted that last year, out of over 2.6 million construction-related applications, about one-third were denied, and ordered the implementation of digital technologies and artificial intelligence to ensure transparency in these processes.
According to the president, responsible officials explained the rejections with formal "deficiencies," but systemic issues and corruption risks lay behind them. "The only way to put an end to this is digitalization and artificial intelligence," emphasized Mirziyoyev, adding that these methods would make processes open and efficient.
Currently, citizens and entrepreneurs are forced to submit separate applications for design permits and architectural-planning assignments. This leads to significant delays—the process can take months. As a positive example, the experience of Tashkent was cited, where merging two administrative procedures into one stage reduced document approval times by 3–4 times.
Starting July 1, this approach is planned to be implemented nationwide. Reforms will also affect the area of connection to engineering communications. Currently, to obtain technical conditions for connecting to electricity, gas, water, and sewage, one must apply to each service separately. From July 1, a "single window" system is planned to be introduced, allowing all technical conditions to be obtained through one application and one payment.
Previously, Shavkat Mirziyoyev sharply criticized construction sector leaders for slowness, corruption, and excessive bureaucracy that hinder the launch of new projects. These reforms are aimed at addressing these issues.
