A farm in the Mingbulak district of Namangan region, Uzbekistan, has successfully secured a subsidy payment exceeding 100 million soms following intervention by the Business Ombudsman. The entrepreneur previously faced bureaucratic obstacles, with repeated applications through the electronic system failing to result in the timely transfer of funds for the cultivated cotton crop by responsible organizations, highlighting ongoing challenges in the agricultural support framework.
The resolution came under the provisions of Cabinet of Ministers Resolution No. 771 dated December 6, 2025. According to this document, agricultural producers who sold raw cotton from the 2025 harvest through exchange trading are entitled to a subsidy of 1 million soms per ton of product. Although the Namangan farmer met all contract conditions, the financial support was blocked at the level of implementing agencies, raising questions about the efficiency of subsidy distribution mechanisms.
Staff from the Business Ombudsman's office investigated the situation and took prompt measures to protect the entrepreneur's rights. As a result, the legitimate demands of the farm head were satisfied, and the full subsidy amount of 100,286,400 soms was transferred to his account. This case underscores the persistent issues in Uzbekistan's efforts to streamline business processes and ensure effective state support for farmers, despite regulatory frameworks being in place.
