The Government of Uzbekistan has adopted Resolution No. 276, stipulating that from September 1, passengers who fail to pay for their ride upon entering a bus will be considered fare evaders. The measure is part of efforts to improve the urban passenger transport system.
The resolution also introduces a zero-rate recycling fee until December 31, 2027, for the import of new M3 category vehicles (not class III) designed to carry 60 or more passengers, including the driver, and meeting Euro-5 or higher environmental standards.
Starting September 1, 2026, a new payment procedure will be implemented on regular city bus routes operating under gross contracts. Passengers must pay their fare upon entering the bus using automated payment system terminals (validators).
If a passenger fails to pay or confirm the fare through the prescribed methods, they will be considered a fare evader and fined 1/10 of the base calculation value, equivalent to 41,200 soums.
Earlier reports indicated that over 50,000 citizens in Tashkent did not pay their bus fares in the first four months of 2026. Plans are underway to use artificial intelligence to monitor fare evaders.
The resolution also amends several other government decisions. Notably, routes extending up to 5 km from the city limits, or up to 12 km in accordance with approved transport master plans, will now be classified as city bus routes.
By September 1 of this year, the Ministry of Transport, in cooperation with relevant ministries and agencies, will introduce an integrated fare payment system for public transport in the capital and suburban railway services, including attractive tariff plans such as “electric train-bus” and “electric train-metro”.
