A 44-year-old man identified as I.Kh. has been sentenced for the second time in three months for slaughtering donkeys and selling their meat in the Kashkadarya region. Authorities found 247 kg of unfit meat and nearly 100 donkey hides at his home.

I.Kh. has a criminal record of five convictions: one for theft, one for robbery, and three under Article 186 of the Criminal Code (production, storage, transportation or sale of goods that do not meet safety requirements). In 2026, he was convicted twice for trading donkey meat.

First incident: On October 22, 2025, police found 61 kg of unfit meat and 112 donkey hides at I.Kh.'s home. On February 20, 2026, the Kasbi District Court found him guilty under Part 1 of Article 186 and sentenced him to 2 years of restricted freedom.

Second incident: On December 28, 2025, police again raided I.Kh.'s home, seizing 247 kg of unfit meat, donkey bones, and 99 hides. The same day, 127 kg of donkey meat was confiscated from citizen Yu.A. at a market in the Karshi district, who had purchased it from I.Kh. for 60,000 soums per kilogram.

On May 13, 2026, the Karshi District Court found I.Kh. guilty under Clause 'v' of Part 2 of Article 186 and sentenced him to 3 years of restricted freedom. With partial addition of the unserved portion of the February sentence, the total term amounted to 3 years and 25 days. Yu.A. was sentenced to 1.5 years of restricted freedom under Part 1 of Article 186.

In court, I.Kh. partially admitted guilt, claiming he engaged in the trade to fund treatment for his wife, who suffers from brain cancer. He stated that he built a shed, purchased a Ford on installment for 75 million soums, traveled to markets in Kasansky and Kamashinsky districts, brought 6-7 donkeys each time, slaughtered them, and sent the meat to the 'Chorsu' market in Tashkent. Hides and entrails were dumped at a landfill near Kungirtag.

Yu.A. claimed she bought the meat from a stranger who said it was halal meat from Kazakhstan, sold at 60,000 soums per kilogram.

Despite committing a similar crime again within three months of his first sentence, the court again imposed restricted freedom, although Part 2 of Article 186 provides for a fine of 200 to 400 times the base calculation value, or restricted freedom for 3 to 5 years, or imprisonment for the same term. The court cited mitigating circumstances: admission of guilt, remorse, his wife's illness, and family situation. No aggravating circumstances were found.

Notably, I.Kh. mentioned owning a Malibu car, which he did not sell, preferring to earn money through the sale of unsafe meat. The main part of the verdict on the Supreme Court's interactive portal has been hidden for unknown reasons.
