Uzbekistan is planning to assess construction companies and management organizations on a 100-point risk scale to proactively identify potential violations.

The Inspection for Control in Construction and Housing and Communal Services has developed a risk analysis project. Companies will be categorized into three groups: low risk (up to 60 points), medium risk (61–80 points), and high risk (81 points and above). Higher scores increase the grounds for preventive measures, monitoring, or inspections.

Points will be assigned based on open data: permits, licenses, past violations, citizen complaints, and media or social media publications. During analysis, entrepreneurs cannot be asked to provide documents, and a high or medium risk score does not automatically lead to fines. Companies in the low-risk category may be exempt from inspections altogether.

Certain cases may be inspected without prior preventive measures, such as threats to life, health, public safety, the environment, or if a company operates without a license. The most serious violations, including starting construction without registering the facility or lacking an emergency service, will be immediately scored at 80 points.

Earlier, over 1,000 construction sites in Tashkent were required to meet new standards, including barriers, site passports, cameras, dust suppression systems, and other control elements.
