President Shavkat Mirziyoyev has reviewed proposals aimed at improving the effectiveness of compliance control in courts, early detection of corruption risks, and prevention of conflicts of interest. The reforms will affect not only the judiciary but also nearly 4,800 court staff members.
To prevent corruption, a special Compliance Control Service will be established within the Supreme Court, reporting directly to the Supreme Court Chairman. Regional courts will have compliance inspectors. The new unit will identify, assess, and prevent risks, as well as monitor staff compliance with legislation and professional ethics. A list of high-risk court positions will also be approved.
As part of the digitalization of the judicial system, an automated electronic system for filing and analyzing declarations of conflicts of interest, income, and property of judges and staff will be introduced. Additional electronic information systems will detect suspicious schemes and disciplinary violations. The human factor will be reduced in high-risk processes, and the automatic case distribution program will be improved with clear criteria for redistribution.
By the end of 2026, a full diagnostic of the judicial system's resilience to corruption will be conducted, and the assessment of personal qualities and anti-corruption resilience will be introduced for judicial candidates.
Radical changes will also affect personnel policy. Recruitment to the court apparatus will be based on open competition, transparent procedures, and meritocracy principles. Strict restrictions will be imposed on employees, including a ban on entrepreneurial activities, opening foreign accounts, and activities leading to conflicts of interest.
To strengthen discipline and ethical culture, the introduction of a special uniform for court staff has been proposed. The head of state emphasized that creating a fair and transparent environment in courts is a key factor in increasing public trust and instructed to thoroughly develop these proposals, ensuring the attraction of qualified personnel.
