President of Uzbekistan Shavkat Mirziyoyev participated in the groundbreaking ceremony for the construction of an IT park in the Yangi Namangan town, Davlatabad district, according to a statement from the presidential press service.

Since the beginning of 2026, $2 billion in foreign investment has been attracted to the Namangan region. Together with partners from China, Turkey, India, and Russia, 20 new production facilities worth a total of $1.8 billion are being commissioned.

The implementation of these projects is expected to create 6,500 jobs and launch the production of over 30 new types of products in the pharmaceutical, light, electrical, food, chemical industries, as well as in the production of construction materials. The projects' contribution to the region's economy will amount to 3.6 trillion soums, exports will increase by $200 million, and budget revenues by 400 billion soums.

Additionally, 28 more projects worth $4 billion are being launched in the Namangan region, which will give a significant boost to the development of industry, tourism, construction of shopping complexes and housing.

The President noted that over 1.6 million young people live in the Namangan region, representing a significant socio-economic potential. Large-scale startup projects are being implemented in the region aimed at developing modern competencies in IT and artificial intelligence among young people, as well as preparing them for high-income professions.

Uzbekistan's potential in the field of artificial intelligence is estimated by experts at $10 billion. It is important to turn this potential into real opportunities, and opportunities into specific projects, creation of new jobs and production of high value-added products.

In recent years, modern IT parks have been created in Nukus, Karshi, Termez, Urgench and Fergana. In October last year, the second phase of the IT park project was launched in Tashkent.

As part of a major project worth $117 million, implemented jointly with Chinese partners, IT parks will be created in six regions of the country: New Namangan, Samarkand, Chirchik, Nurafshan, Urgench and Navoi. The first facility to be built under this initiative will be the IT park in New Namangan.

The project is being implemented in accordance with the Presidential Decree “On additional measures to develop the export of services in the field of digitalization” dated February 26, 2024. On a plot of 1.7 hectares, a modern 17-story building is planned to be built and handed over on a turnkey basis. All work, from design and construction to equipping the facility with the necessary infrastructure, will be carried out by foreign partners.

This modern complex with an area of about 18,000 square meters will house educational and export centers, coworking and office spaces, a startup accelerator, as well as a specialized service system for foreign companies.

Dozens of companies and startup studios will operate here, united into a single IT ecosystem. The complex is planned to create about 2,000 high-income jobs for the youth of Namangan.

The project is expected to increase the annual volume of IT services in the region to 500 billion soums, and export volume to $30 million.

President Shavkat Mirziyoyev expressed gratitude to the foreign partners involved in the project. The head of state then laid the foundation stone for the New Namangan IT Park. A ceremony was also held to launch projects implemented in the region and begin construction of new production facilities.
