The Tashkent Interdistrict Economic Court has revoked the license of Rayyan Kids Group, a private kindergarten operating under the legal name Rayyan Kids Land. The decision came after a video surfaced in early July showing a caregiver physically abusing children, sparking public outrage.

The court reviewed a lawsuit filed by the Ministry of Preschool and School Education, which sought the revocation of the kindergarten's license as a legal sanction. The court annulled the license for providing non-state educational services, which had been issued on August 13, 2025.

The presiding judge explained the essence of the ruling, as well as the deadlines and procedures for appealing it. The case was prompted by the widespread circulation of a video from the private kindergarten in Tashkent, which showed a caregiver stuffing cloth into a child's mouth and pinching another child's hand in a door.

Following the video's release, the Ministry of Preschool and School Education stated that it had taken control of the situation and formed a working group involving law enforcement officials. The Tashkent City Internal Affairs Department reported that the 36-year-old caregiver had systematically used physical force and mistreated the children.

A forensic medical examination has been ordered to determine the severity of injuries inflicted on the children. The investigation department under the Uchtepa District Internal Affairs Department has opened a criminal case under Article 110 (Torture) of the Criminal Code. The Uchtepa district administration also conducted its own investigation.

According to registration data, Rayyan Kids Land was established on October 21, 2024, with an authorized capital of 5 million soums. Shokhrukh Kodirov is listed as the head of the organization. The founders are Mukhlisa Patkhullayeva and Shukhratilla Patkhullayev, each holding a 50% stake.

Kodirov also owns a 100% stake in New Pro Club Business, a company providing services in the recreation and entertainment sector, and heads Sunny Mont Blank, an enterprise involved in hotel and similar accommodation services.
