A civil court in Uzbekistan's Fergana region has ruled that the dismissal of Gulira'no Qosimova was unlawful, ordering her reinstatement and compensation for three months of forced unemployment. The Supreme Court of Uzbekistan released a video detailing Qosimova's appeal.
Qosimova, a former school principal, had previously reported being insulted and beaten by officers of the Furkat District Internal Affairs Department (IIB). She filed a lawsuit claiming her termination was unjust. The court agreed, nullifying the dismissal order and awarding her three months' salary.
Qosimova stated that her trust in the judicial system has grown over the past year. “A year ago, I had a certain distrust of the court. But now I fully trust the courts because of what I have experienced,” she said.
She noted that during this period, a criminal case, a civil case for moral damages, and a labor dispute were all heard in court. “Whether it was the criminal court, the civil court for moral damages, or the labor court — I personally witnessed that everything was considered fairly and unanimously,” Qosimova added.
She expressed gratitude to the judges, the Supreme Court, and the Fergana regional courts involved in her cases.
The conflict began when Qosimova visited the head of the district tax inspectorate to request a loan for her husband's surgery after a traffic accident. During the visit, several plainclothes officers entered the room.
Qosimova alleges that the IIB officers beat her, stripped her, and humiliated her. She believes the actions were intended to discredit the tax inspectorate chief. She also pointed out inconsistencies in the report of her “detention” filed with the IIB duty station.
Zokirjon Almatov, advisor to the Minister of Internal Affairs and former head of the ministry (1991-2006), commented on the case, stating, “We will never forgive such out-of-control leaders.” The Senate had previously taken the case under its supervision.
In November 2025, the Quvasoy District Criminal Court sentenced former Furkat District IIB chief Akmal Xo'jayev and his first deputy Jasur Rasulov to four years in prison. They were also banned from holding positions in the IIB system and state-owned organizations for three years.
The court found them guilty of disclosing private information, violating home inviolability, exceeding official authority, falsifying operational-search results, and illegal detention. They are serving their sentences in a penal colony.
Qosimova said that materials regarding other IIB officers involved in the incident have been sent to the Fergana regional prosecutor's office for a decision on initiating criminal proceedings. Qosimova and district tax inspectorate head Qurbonali Abdurahmonov have been informed of their right to file civil suits for moral damages.
During one court session, Qosimova was removed from the courtroom, which, along with cyberbullying on social media, sparked outrage among activists.
