On July 15, President Shavkat Mirziyoyev reviewed a presentation on measures to identify and select talented managers, leaders, and executives of a new generation, as well as to support gifted youth through the El-yurt umidi foundation.
During the presentation, an analysis of regional driver industries was conducted using artificial intelligence, revealing a need for managerial personnel in over 50 modern professions. The highest demand for qualified specialists was identified in energy and green technologies, construction and urbanization, agriculture and water management, digitalization, and services.
The head of state emphasized that without a ready personnel reserve, disruptions occur in the management system, reducing work efficiency and the quality of decisions made.
For personnel assessment, it was proposed to abandon the outdated 'objective' method and switch to a portfolio system covering knowledge, professional experience, psychological characteristics, strategic thinking, and leadership qualities.
Under the new procedure, promising managers will be evaluated on a 100-point scale based on digital technologies. Big data and business analytics will identify highly qualified specialists, for whom individual professional development plans will be developed using artificial intelligence. It was proposed to first test this system in agriculture, higher education, and construction.
It is planned to select 500 promising managers every two years, forming a reserve of 1,500 highly qualified new-generation specialists by 2030.
The presentation also introduced the 'TOP-100' open competition mechanism for transparent formation of a reserve for leadership positions. The competition will cover agriculture, healthcare, entrepreneurship, the judicial-legal system, education, information technology, and artificial intelligence.
Candidates will undergo testing, comprehensive professional assessment, and interviews. Winners will be trained in special courses, included in the national personnel reserve, and their career growth and appointments to leadership positions will be monitored individually.
When forming the national personnel reserve, the importance of effectively utilizing the potential of compatriots abroad, as well as youth who have graduated or are studying at the 100 most prestigious universities in the world, was noted.
In this regard, from October 1, 2026, it is planned to launch the 'Students Abroad' module on the career.edu.uz platform. Through it, young people studying abroad will be attached to state institutions and private enterprises, ensuring their internship, interaction with employers, and subsequent employment.
The meeting also considered issues of improving the activities of the El-yurt umidi foundation. As a result of the foundation's transformation last year, the share of scholarship holders from the 100 most prestigious universities in the world increased from 30 to 80 percent. This year, under the new procedure, 447 talented young people received scholarships in three competitions.
At the same time, the need to link the foundation's programs with the specific needs of regions and industries was noted. Proposals were made for targeted training of talented youth in foreign universities, co-financing of education with large enterprises, and launching joint programs with prestigious foreign universities.
Plans were also considered to support scientific research, startups, and graduate initiatives through small grants, as well as to organize leadership programs for senior executives based on the experience of Singapore, Malaysia, the United Kingdom, and Japan.
The president gave instructions to responsible officials to ensure openness and objectivity in personnel selection, systematic support for talented specialists, and effective use of their potential for the country's development.
