President Shavkat Mirziyoyev harshly criticized the work of the so-called 'mahalla sevens' during a meeting on July 16. Since the beginning of the year, 152 leaders have been dismissed for failing to properly organize local work, and another 700 have been brought to disciplinary responsibility.
According to the presidential press service, districts have been allocated an average of 250 billion soums this year for infrastructure improvement and creating conditions for residents, while mahallas received 5.5 billion soums each. The powers of khokims and mahalla chairmen regarding revenues have been expanded, with additional local funds increasing up to two times.
However, as the head of state emphasized, despite the availability of resources and authority, there is a lack of responsibility and initiative at the local level. In some districts, the participation of low-income families in ongoing projects does not even reach 15 percent. Examples of inaction were cited in the Karaozak, Markhamat, Mirishkor, Nurabad, and Termez districts.
Regrettably, in 32 mahallas where 960 low-income families reside, not a single needy person was employed in a permanent job. In 883 mahallas, bank employees did not conduct door-to-door visits, did not develop projects, and did not meet with entrepreneurs.
Consequently, 152 leaders who failed to properly organize work in the mahalla have been dismissed since the beginning of the year, and another 700 have been subjected to disciplinary action. Officials were also questioned about tax revenues in mahallas, crime prevention, and solving population problems. The president stressed that the mahalla should become a true 'center of trust, support, and opportunities' for the people.
