Asadbek Jumayev, an employee of Uzbelas Performance car service, was involved in an incident in Tashkent in January where two BMWs ignored police orders to stop. In an interview, he stated he is proud of his actions, saying, "Someone could get 15 days for this, but we got off with a minor fine," hinting at having connections. This raised doubts about the inevitability of punishment. After public outcry, traffic police impounded the BMW one and a half months later.

Jumayev claimed he paid a fine of 10 minimum wages (4.12 million soums). He admitted the violation was done to create a YouTube video. Following the interview's spread, activists criticized authorities for lack of accountability.

On February 25, in Tashkent, a BMW M4 driven by a 16-year-old without a license hit a traffic police officer. Jumayev denied involvement but confirmed acquaintance with the suspect. According to capital traffic police, cases of driving without licenses have increased.
