On September 9, President Shavkat Mirziyoyev chaired an expanded meeting dedicated to ensuring employment and increasing incomes. During the meeting, it was announced that a new system for discussing issues related to mahallas (neighborhood communities) would be introduced.
Under the new system, all mahalla-related matters will be reviewed once a week at a unified meeting chaired by the Deputy Prime Minister for Mahalla Affairs. This will replace scattered meetings and will be conducted centrally with the participation of all responsible officials.
A recent presidential decree established the position of Deputy Prime Minister — Chairman of the Uzbekistan Mahallas Association. Gafurjon Mirzayev, who previously served as an advisor to the president on personnel issues, was appointed to this post.
Mirzayev has been tasked with creating a unified system to coordinate the work of hokims (regional governors), district organizations, the “mahalla seven” (a group of community representatives), and banks, as well as integrating the electronic platforms they use.
The meeting highlighted that each mahalla has active citizens and elders who could be mobilized around the community and involved in social and constructive initiatives. The president believes this approach will help eliminate dependency attitudes and indifference, while increasing public participation in solving local problems.
Shavkat Mirziyoyev stressed that properly organizing work in mahallas, conveying state policy down to the grassroots level, and providing every family with a stable source of income should be among the main tasks of leaders at all levels.
It is worth recalling that a presidential decree dated September 5 introduced the new position in the Cabinet of Ministers structure and set the number of management staff in the executive apparatus at 235. Earlier, there were reports about the resignation of Qahramon Quranboev, who had headed the Mahallas Association since January 2024, but no details have been provided regarding the reasons for this personnel decision or his future employment.
