Tashkent has announced a significant expansion of access to preferential financing for entrepreneurs in Uzbekistan. According to a presidential decree, district and city headquarters will be granted the right to independently allocate funds to projects that create sustainable jobs and increase household incomes. This move aims to support small businesses and boost household earnings.
The headquarters will manage over 3.2 trillion soums from various sources: 1.37 trillion from family entrepreneurship support programs, 450 billion from youth business initiatives, 240 billion from the Poverty Reduction Fund, and 100 billion from the Employment Promotion Fund. These resources will finance business initiatives across the regions.
Entrepreneurs engaging families from the Social Register in cooperation will be eligible for unsecured loans — 50 million soums per household, up to a maximum of 5 billion soums. Starting October 1, headquarters will begin compensating part of the interest on bank loans for self-employed individuals and small and medium-sized businesses. The Entrepreneurship Development Company is responsible for the subsidies.
The headquarters will also have the right to manage funds from the "Sakhovat va Kumak" funds, as well as youth and women's "notebooks" — totaling 760 billion soums. From January 1, 2027, inclusion of families in the Social Register will be determined by a points system: income, chronic illnesses, disability, migration, number of children, and other factors will be considered. Based on this data, families will gain access to social support measures.
Additionally, the State Social Insurance Fund will begin paying childcare benefits to women working under employment contracts from the end of maternity leave until the child reaches one year of age. Recall that entrepreneurs willing to build kindergartens, schools, and technical colleges and provide free education to children from needy families will be offered land plots at auctions with a starting price of 1 million soums.
