In the Gulistan district of Syrdarya region, traffic police officers stopped a Damas vehicle that was transporting kindergarten pupils while grossly violating passenger transportation rules. The driver exceeded the number of passengers allowed by the vehicle's technical passport.
According to the regional Internal Affairs Department press service, the Damas was carrying 16 preschool children. Preventive talks were held with the driver about the potential consequences of the violation. Under current traffic rules, carrying more people than specified in the technical passport is strictly prohibited.
An administrative protocol was drawn up against the driver under Article 128-8 of the Code of Administrative Responsibility (Violation of passenger transportation rules in a vehicle). This article provides for a fine of two base calculation units.
The department warned that such violations can lead to road accidents and urged parents to pay attention to the number of passengers and safety requirements when transporting children. However, transporting kindergarten pupils in 4−7-seat cars with safety violations is widespread in Uzbekistan.
In May, a Matiz carrying 14 kindergarten children crashed in Nurota district. The driver was the head of a family kindergarten who did not have a driver's license. As a result, the woman died, and the children were hospitalized with various injuries.
Following this, from May 1 to 8, traffic police identified 125 cases of overloading children in transport. According to Zoyir Yuldoshev, head of the department's information service, in some cases, up to 25−28 children were transported in Damas vehicles, and up to 18 in Sparks. Additionally, in the Khojaobod district of Andijan region, a driver carrying 21 kindergarten children in a Tracker caused an accident. A 6-year-old girl died, and seven other children were injured. The court sentenced the driver to 3 years of restricted freedom and deprived him of the right to drive for 2 years.
Despite regular warnings and control measures, cases of dangerously overloading children continue to occur frequently, endangering their lives and health. This is a consequence of the irresponsibility of parents, kindergarten administrations, and drivers.
