Uzbekistan will gradually introduce a "Safe and Respectful Work Environment" program aimed at protecting employees from pressure, violence, discrimination, and harassment in the workplace. A special online portal is planned to be launched by December 1, 2026.

The program will apply to government bodies, organizations with a state share of more than 50%, as well as other enterprises and institutions regardless of ownership form. Through the new portal, employees will be able to report cases of pressure, violence, and discrimination at work. If a complaint concerns a manager or responsible employee, it will be automatically forwarded to a higher organization.

The portal will register appeals, collect evidence, and store inspection results. Information about identified cases and measures taken must not be deleted. If an appeal contains signs of a crime, the relevant information will be sent to competent authorities via the "112" service.

In addition, organizations' internal rules are recommended to be supplemented with provisions stating that sexual and physical violence, as well as harassment, are considered gross violations of labor duties. Pressure, psychological influence, and persecution of an employee for filing a complaint are proposed to be classified as violations of labor discipline.

The Agency for Effective Management will receive powers to monitor compliance with these requirements through the portal and demand the elimination of identified violations. Earlier, it was reported that more than 2,400 employees of state structures were held accountable for violations in working with citizens' appeals. Following inspections of People's Reception Offices, 151 officials lost their positions, and over 800 received reprimands.
