Uzbekistan has proposed simplifying a number of procedures for entrepreneurs related to the use of electricity, petroleum products, and gas. In particular, it plans to abolish the triple coefficient for electricity used for mandatory lighting, signs, and other designations, as well as give businesses the opportunity to voluntarily eliminate identified violations without financial sanctions. The corresponding changes are proposed to be made to certain government resolutions. The draft has been published on the portal for discussing draft normative legal acts.
According to the draft, before applying a financial sanction, the authorized body must issue the entrepreneur a mandatory written order to eliminate the violation and fully compensate for the damage caused. At least 10 working days will be allocated for this. If the entrepreneur fully complies with the order, eliminates the violation, and compensates for the damage within the established period, no financial sanction will be applied. If the requirements are not met or are improperly fulfilled, the authorized body may decide to apply penalties.
Furthermore, it is proposed to fully transfer the issuance of cadastral passports for zones with high technogenic hazard to electronic format. Applications can be submitted through the Single Portal of Interactive Public Services or an automated information system. The application will be registered automatically on the day of submission. Requiring documents and information already held by government agencies will not be allowed — they will be obtained through the interdepartmental electronic interaction system.
The completeness of the submitted documents will be checked by the authorized body within two working days. If removable deficiencies are found, the applicant will be sent an electronic notification and given five working days to correct them. The application and attached documents must be considered within 10 working days. After that, the cadastral passport will either be registered in the state register or a decision to refuse will be made. The completed document in electronic form with a QR code and electronic digital signature will be sent to the applicant's personal account within one working day after registration.
Public discussion of the draft will last until October 14.
