As part of ongoing efforts to evaluate corruption risks within state bodies in Uzbekistan, authorities have established a comprehensive procedure for analyzing internal and external information sources. The framework identifies nine distinct types of suspicious factors, including broad discretionary powers, vague decision-making criteria, direct contact with citizens, the concentration of key procedural stages in the hands of a single individual, and recurring public complaints.

The evaluation process relies on four mandatory criteria: the statistics of corruption-related offenses, the nature of public appeals and media publications, the level of digitalization alongside the degree of human factor influence, and the depth of legal regulation governing procedures. Identified risk indicators are categorized into simple, significant, and severe levels, with each classification strictly substantiated by official statistics, internal audits, or information system logs.

The final corruption risk level is ranked across three distinct tiers. A low risk level is assigned when only simple indicators are present, a medium level is triggered by a single significant indicator without severe factors, and a high risk level is fixed if at least one severe factor or two or more significant indicators are identified. The Anti-Corruption Agency is tasked with monitoring the implementation of remedial measures to eliminate these vulnerabilities at least semi-annually.
