Authorities in Uzbekistan are reportedly planning to significantly expand the scope of targeted social support for the population, according to a newly published presidential decree draft currently undergoing public discussion.

Under the proposed initiative, low-income families are purportedly scheduled to receive a one-time financial assistance payment of 1 million soms in November 2026. The funds are allegedly slated for transfer to citizens' social or bank cards prior to November 30. Eligibility criteria will reportedly extend beyond the official Social Register to include households whose per capita income remains below specific consumption thresholds.

Furthermore, the authorities intend to raise the income threshold required to qualify for electricity and natural gas compensations. For non-gasified residential areas and regions experiencing supply difficulties, the basic monthly electricity consumption norm during the heating season is allegedly set to increase substantially to alleviate expected household burdens amid utility tariff adjustments.

Additional support measures supposedly include extended deadlines for coal purchasing subsidies, expanded access to financial aid from the 'Sahovat va Kumak' fund, and ongoing efforts to improve energy efficiency in disadvantaged neighborhoods. The complex set of proposals aims to address rising living costs, though observers note the potential administrative and economic challenges of implementing such widespread welfare adjustments.
