Social media platforms were recently flooded with concerning reports regarding red-colored wastewater being discharged directly into the Chirchik River, sparking widespread public criticism and prompting an official investigation.
In response to the incident, officers from the Ecopolice of the Ecology Committee conducted a ten-day inspection at the Chirchik City Wastewater Treatment Plant, operated by JSC 'Toshkent viloyati suv taminoti' in the Kibray district of the Tashkent region. The inspection was carried out with the official approval of the Business Ombudsman.
The comprehensive inspection revealed that the facility, which is designed exclusively for biological treatment, was improperly accepting industrial effluents from textile enterprises containing dyes and chemical industry waste that significantly exceeded permissible contamination limits. Due to functional failures in the aeration and sludge settlement systems, the overall purification efficiency plummeted to just 27.7 percent. This occurred despite strict regulations prohibiting the discharge of such substances into municipal sewage systems without prior treatment.
Furthermore, investigators discovered that sewage waters from the Gazalkent settlement in the Bostanlyk district completely bypassed the treatment facilities and were funneled directly into the Chirchik River without any processing whatsoever.
Following the conclusion of the inspection, substantial compensation fees were levied against the enterprise for unauthorized untreated discharges, failure to submit environmental payment reports covering the third quarter of 2025 through the second quarter of 2026, and the absence of a mandatory background monitoring station. Notably, the head of the treatment facility refused to sign the final inspection report. All gathered documentation has now been forwarded to law enforcement agencies for legal assessment, while legal preparations are underway to file a lawsuit in the economic court for the forced recovery of the assessed financial compensation.
