President of Uzbekistan Shavkat Mirziyoyev has reviewed comprehensive proposals for urban renewal and neighborhood modernization in the capital city of Tashkent. According to the presidential press service, the city's future spatial development will be anchored in the increasingly popular international urban planning model of the "15-minute city," designed to provide residents with seamless access to essential services within walking distance.

The initial pilot framework covers four interconnected neighborhoods in the Yashnabad district — "Vatandosh," "Mohinur," "Al-Bukhari," and "Tong" — spanning 75 hectares and housing more than 18,300 residents. The master plan calls for placing educational, healthcare, commercial, and leisure amenities within a 5-to-15-minute pedestrian radius. Planned infrastructure includes expanding local schools by 2,000 slots, constructing four new preschool facilities for 540 children, setting up three polyclinics, and developing a three-kilometer green pedestrian promenade alongside modernized athletic facilities.

According to municipal blueprints, the renewal program is scheduled to expand to 100 neighborhoods by 2027, ultimately encompassing 400 neighborhoods across Tashkent by 2030. The extensive undertaking will involve sweeping overhauls of aged subterranean utilities, including heating networks, potable water lines, sewerage systems, electrical grids, and gas supplies. Surface-level interventions will focus on renovating multi-story apartment facades, resurfacing roads, laying pedestrian pathways, and bringing per-capita urban greenery ratios in line with international environmental guidelines.

Economic integration remains a central pillar of the initiative: authorities project that the phased modernization will generate roughly 130,000 new local jobs by 2030, with approximately 22,000 of them targeted for completion during the first phase through 2027. Commercial banks have been directed to introduce streamlined assembly-line financing mechanisms to support local entrepreneurship and micro-enterprises inside these neighborhoods.

Speaking on national television, Tashkent Mayor Shavkat Umurzoqov noted that the transformation centers around five key pillars: social infrastructure, recreation, healthcare and sports, retail, and environmental quality. Under this updated model, day-to-day essentials and fitness areas are planned within a five-minute walk, while specialized domestic services will require no more than a 10-to-15-minute stroll from residential doorsteps.
