The authorities in Uzbekistan have reportedly introduced a 30 percent tuition fee discount for every child of pedagogical workers studying on a full-time basis in state higher education institutions. In order to claim this financial relief, parents are required to submit an electronic application through the designated kontrakt.edu.uz platform. Official statements indicate that applications are processed within two working days, and upon official verification of the applicant's teaching status, the discount is supposedly applied automatically.

Furthermore, the authorities claimed that citizens who have already paid their tuition fees in advance for the current academic year are also eligible to benefit from this measure. Reportedly, the excess funds can either be refunded to the payers or transferred toward the expenses of the upcoming academic year. It has been emphasized that if a teacher has multiple children meeting the necessary criteria, the discount will allegedly apply separately to each of them.

The regulatory framework outlines that the employment of a parent in either a state or private educational institution does not hinder eligibility for the discount. Children of educators working in private schools, kindergartens—including preschool teachers—and private universities can reportedly qualify under the established conditions. The definition of pedagogical staff is supposedly based on an official list containing 465 positions, though tutors and instructors from private educational centers are excluded from the scope of this policy.

At the same time, the discount is subject to numerous strict exemptions and limitations. Specifically, the privilege is not extended to students enrolled in higher military and militarized educational institutions, non-state universities, foreign branches operating in the country, or those pursuing part-time, evening, and remote learning formats. Additionally, students covered by differential fee structures or joint educational programs with foreign partner universities are reportedly barred from receiving the concession.
