Under newly adopted government resolution No. 586, a special ecological regime has been introduced for greenhouse farms operating in Tashkent and several surrounding districts of the Tashkent region. The measures purportedly aim to address persistent air quality issues in the metropolitan area.
The regulations mandate that heated greenhouses in the designated special zones rely exclusively on natural gas, electricity, geothermal, or solar energy, alongside secondary thermal energy from power plants. Operators must also secure a positive state environmental expertise conclusion to continue their activities.
Greenhouses currently utilizing solid fuels, such as coal or biomass pellets, are required to transition their heating systems to approved energy sources by December 1. Furthermore, burning materials such as rubber tires, mazut, plastics, and industrial waste as fuel is strictly prohibited.
To facilitate ecological modernization, authorities promise targeted subsidies and preferential bank loans for purchasing energy-efficient equipment through 2028. However, failure to comply with monitoring station integration and wastewater purification mandates will lead to severe penalties, including equipment dismantling.
