The government of Uzbekistan has officially approved a new regulation aimed at tightening financial discipline and standardization in state-funded construction projects. Starting March 1, 2027, making unjustified changes to the approved project documentation of facilities financed through targeted state programs will be strictly prohibited.
Under the new rules, design assignments must transition to a digital format validated by electronic digital signatures. Completed design and estimate documentation will be processed through the national information system "Shaffof quriliş" and automatically forwarded for expert review within a single business day. This digitalization mandate is scheduled to roll out in stages, covering educational facilities by late 2026, healthcare infrastructure by September 2027, and remaining sectors by mid-2028.
The framework also stipulates that author's supervision costs must be explicitly detailed in contracts, capped at 10 percent of the design and estimate development cost. Furthermore, design organizations will be eligible for a single 30 percent advance payment upon signing contracts.
Authorities emphasize that once a positive expert conclusion is issued and officially approved by the client’s internal order, unauthorized alterations or additions will be banned outright. In cases where the final project cost deviates from the baseline figure by more than 1.5 times, the cost of design and survey work will be subject to mandatory recalculation.
