Another alarming incident of animal cruelty has been documented in the capital of Uzbekistan, sparking widespread public outrage. Footage sent to news outlets clearly shows a man inside a residential building hallway repeatedly grabbing a defenseless kitten, pressing it aggressively against the floor, and violently twisting its front left paw. Subsequent medical examinations at a veterinary clinic confirmed that the animal suffered a radius bone fracture as a result of the attack.
The disturbing event took place on the evening of October 28. According to surveillance camera recordings, the ordeal lasted for approximately four minutes. The initial frames show the terrified kitten fleeing from the individual and hiding beneath a baby stroller on the ground floor. The perpetrator follows the animal, pulls it out from hiding, and carries it upstairs, whereupon the agonizing squeals of the kitten can be heard off-camera.
Later in the footage, the injured animal attempts to escape once more, visibly limping as it climbs the stairs. Another camera angle captures the man returning from his apartment, carrying the kitten down to the landing, placing it on the floor, pinning it down with his hands, and deliberately wrenching its paw before walking away. According to the official veterinary report, the kitten sustained a fracture of the left radius and is currently unable to bear weight on the injured limb.
Such actions demand a swift and decisive response from law enforcement agencies. Legal experts note that the perpetrator's behavior exhibits clear signs of a violation under Article 111 of the Administrative Responsibility Code of Uzbekistan, which penalizes cruelty toward animals. Should investigators establish that the injury directly resulted from deliberate abuse, the offender could face significant administrative fines ranging from 15 to 25 base calculation units, or administrative detention for up to 15 days.
This case follows a series of troubling reports regarding animal mistreatment across the country. Earlier, in the Samarkand region, eyewitnesses reported a separate incident where a local resident allegedly tied a dog to a scooter and dragged it along the asphalt until outraged tourists intervened to stop the abuse, highlighting ongoing societal challenges regarding animal welfare enforcement.
