️ The Central Bank has allowed commercial banks and payment organizations to voluntarily implement a function for indicating the purpose of transactions when conducting card-to-card transfers in mobile applications. This decision was made within the framework of executing the presidential decree dated December 10, 2025, "On Additional Measures to Popularize Cashless Payments and Reduce the Share of the Shadow Economy."
️ Previously, the regulator had sent a letter to banks stipulating the requirement to implement the transaction purpose indication function for transfers between individuals via mobile apps, but this requirement has not been formally reflected in regulatory documents. The letter also contains a warning: if requirements are not met in a timely or complete manner, measures and sanctions provided by law may be applied to commercial banks and payment organizations.
️ The Central Bank clarified that the implementation of this function should be carried out considering the technical capabilities and features of banks' and payment organizations' mobile applications. "To increase the convenience of digital services for clients, commercial banks and payment organizations may voluntarily implement the function of indicating the purpose of transactions for P2P transfers in mobile applications, based on their internal policies and technical capabilities," the regulator's statement said.
️ Banks will be able to independently determine the format for implementing the function—for example, expanding or reducing the list of parameters for indicating the transaction purpose. The regulator also requested that banks and payment organizations submit their proposals and comments for further improvement of this mechanism to the Central Bank's Payment Systems Department.
️ The Central Bank emphasized that the main goal of the proposed changes is to develop competition among online platforms and expand the use of cashless payments. However, in practice, it remains unclear how effectively this new feature will actually enhance the convenience of digital services for banking app users.
️ In response to a newspaper inquiry, the Central Bank clarified that both the implementation of the "transaction purpose" function itself and the definition of its parameters are voluntary. It is worth noting that some payment services and banks have already introduced a new function requiring mandatory indication of the transaction purpose for card-to-card transfers, which demands users select one of 16 categories.
