Uzbekistan is implementing new requirements for the quality and safety of pharmaceutical products, along with changes to the rules for pharmaceutical companies' participation in state procurement. These measures are outlined in a presidential decree, signaling a significant overhaul of the sector.
Starting June 1, pharmaceutical companies will be allowed to participate in state tenders even if they have tax debts, provided the amount does not exceed two basic calculation units. If the debt exceeds the set limit, enterprises will be given ten days from the date the debt arises to settle it in order to retain their right to participate in procurement processes.
Major changes are anticipated for the dietary supplements market. From 2028, the implementation of a Hazard Analysis and Critical Control Points (HACCP) system will become mandatory for obtaining permits for dietary supplements. This step aims to enhance product safety and regulatory oversight.
Additionally, from 2028, mandatory digital labeling will be introduced for all dietary supplements. This system will enable tracking of products from manufacturer to end consumer, helping to reduce the risk of counterfeit goods entering the market.
The decree also includes reforms to the industry's scientific foundation. A National Bio-Pharmaceutical Research Institute will be established in the country, formed by merging three existing institutions: the Uzbek Chemical-Pharmaceutical Research Institute, the Tashkent Research Institute of Vaccines and Sera, and the "Sharq Tabobati" Research Institute.
The consolidation of scientific resources is expected to accelerate the development of domestic medicinal drugs and the integration of modern biotechnologies into production, supporting efforts to strengthen the healthcare system and promote self-sufficiency.
