"We don't want you going to Canada to spend that money," he said. "We don't want you going to China or Germany either. You have to spend that money on United States soil."

Democrats called it an "empty promise," and others questioned its legality. In the context of voter outreach during an election year, a US president offering such payments to Americans is likely the first time in history, according to the BBC.

Nearly 270 million adults live in the US, meaning $5,000 to each would cost the US government approximately $1.3 trillion. Such payments could further increase the federal budget's annual deficit of nearly $1.8 trillion, according to the Associated Press. The BBC notes that this is not the first time Trump has promised such payments — he previously proposed $2,000 checks funded by customs revenues.
