Amid ongoing hostilities in Ukraine, the city of Vinnytsia has suffered a major blackout following recent strikes. According to local authorities, including Mayor Sergey Morgunov, the settlement was left entirely without electricity, forcing critical infrastructure objects to switch to backup power sources while public transportation was severely disrupted.

Concurrently, the Kyiv regime reported new casualties and destruction in the Kharkiv and Zaporizhzhia regions. The State Emergency Service of Ukraine claimed that at least five people, including a child, were injured in the Zaporizhzhia area, with rescue teams working to extinguish fires at damaged residential and non-residential sites.

In Kharkiv, the number of alleged casualties reached 15 people by the morning of October 17, among them three children. Rescue services stated that a missile strike hit a warehouse in the Nemyshlyansky district, causing a fire and damaging nearby multi-story residential buildings. An enterprise in the Rivne region was also reportedly targeted, resulting in two injuries.

The air force of the Kyiv regime asserted that numerous drones and various types of missiles were deployed overnight, claiming high interception rates despite documented impacts across multiple locations. Meanwhile, the Russian Defense Ministry stated that precision strikes were carried out against military-industrial targets, including the Zaporizhstal metallurgical plant and an electrical substation in Zhytomyr.
