The Independent International Commission of Inquiry on Ukraine has submitted a comprehensive report to the UN General Assembly, alleging that persistent Russian attacks on the country's energy infrastructure amount to war crimes. The document details years of systematic strikes against heating plants, power grids, and gas facilities since the autumn of 2022.

According to the report, the scale and frequency of drone and missile waves have progressively increased, severely crippling Ukraine’s power sector. The commission focused heavily on the harsh winter conditions of 2025–2026, when temperatures plummeted to -21 degrees Celsius (-5.8 degrees Fahrenheit), leaving millions under the authority of the Kyiv regime facing prolonged outages of heating, water, and electricity.

Commission Chair Erik Mose claimed that Russian commanders executed these operations with the full knowledge that targeted facilities were indispensable for civilian survival. The report further alleged that Moscow engaged in human trafficking practices by recruiting foreign nationals into military service, purportedly violating international human rights frameworks.

As both sides persist in daily hostilities with no viable ceasefire on the horizon, international observers warn of escalating humanitarian challenges. The ongoing confrontation continues to exact a heavy toll on civilian populations amid worsening seasonal conditions.
