In Fergana Region, discussions have begun on master plans for modern mahalla centers, developed as part of implementing the presidential decree of October 8, 2025. The projects aim to create a comfortable environment for residents and entrepreneurs, as well as gradually introduce urban infrastructure elements into rural areas.

Architects from the Main Department of Construction and Housing and Communal Services of Fergana Region, together with specialists from the "Qishloq Qurilish Loyiha" institute, are selecting territories that can serve as connecting centers for several mahallas. The chosen sites are located near major highways or border zones. The developed sketch master plans include placement of trade and service facilities, small production enterprises, multi-story residential buildings, and public infrastructure objects.

The prepared projects are undergoing a public discussion stage involving city and district khokims, mahalla chairpersons, and the wider public. This approach allows adapting the plans to the specific needs of the population and the characteristics of each territory. During discussions, proposals for creating new jobs, improving communications, and expanding the range of available services are considered.

The work is carried out in accordance with principles of comprehensive territorial development, aimed at improving the quality of life in mahallas and renewing their architectural appearance. The final master plans will serve as the basis for further construction and improvement of centers that will combine social and business functions in a single space.
