Construction has begun on a four-lane toll road spanning 35 km between Urgench and Khiva in Khorezm Region. The project is valued at $120 million. The client is the Directorate for Construction and Reconstruction of Public Roads under the Committee of Automobile Roads.
Contractors include companies within the committee's structure, such as the Navoi Region Road Use Unitary Enterprise. Funding comes from an undisclosed external investor and the Uzbekistan Recovery and Development Fund, but the investor's name and participation shares are not revealed.
No tender was held, and information on tariffs and traffic flow has not been disclosed. Construction is proceeding in parallel with design, which may lead to cost overruns. The Anti-Corruption Agency stated it is reviewing the project.
Experts warn that the lack of separation between client, contractor, and supplier roles could create conflicts of interest.
