Without a passport, a citizen of Uzbekistan cannot travel abroad — regardless of the purpose of the trip. It is required for tourism, work, study, medical treatment, and transit. Who Needs a Passport
A passport is required for all citizens of Uzbekistan traveling outside the country. There are no exceptions based on trip purpose or visa regime — the document is needed for both visa-required and visa-free countries.
In Uzbekistan, only biometric passports are issued. Its validity period depends on age: for adults — 10 years, for children — 5 years. Each child receives a separate passport; children cannot be included in their parents' passports.
Where to Apply for a Passport
Documents for passport application in Uzbekistan can be submitted at two locations:
- State Services Centers
- Passport Offices (migration departments of internal affairs agencies)
Both options are equivalent in legal force. The submission location does not depend on the trip purpose or destination country — with or without a visa. Passports are processed under a unified procedure for all applicants.
When submitting documents, the applicant must be present in person and undergo mandatory procedures, including providing biometric data.
How to Submit an Application
The application for a passport can be pre-filled online through the government services portal or completed during a personal visit to a State Services Center or passport office.
Regardless of the chosen method, the applicant must personally visit the government agency to complete the procedure.
During the personal visit:
- Documents are verified
- Biometric data (photograph and fingerprints) are collected
- The application is confirmed
Personal presence is mandatory, as the passport is a biometric document. Fully remote processing or submission by proxy is not provided.
The reception order and waiting time depend on the specific center and workload on the day of application, but this does not affect the passport processing time.
Submitting an Application Through the Government Services Portal
The application can be pre-filled online through the my.gov.uz portal. On the website, the applicant selects the service and sees the current processing cost when submitting through the portal.
After proceeding to the service, the applicant fills out an electronic form. Part of the data is automatically loaded by the system, and the remaining information must be entered manually.
At this stage, the region and point where biometric data will be submitted are selected — a State Services Center or migration department.
Next, additional details are indicated in the application — information about relatives and employment history in recent years.
Before submission, the portal offers to review the entered data and confirm the application.
After confirming the application, the applicant pays the state fee through the portal. A reduced rate applies when submitting the application online.
After completing the application and paying the fee, the applicant must personally visit the selected State Services Center or passport office for document verification and submission of biometric data — photograph and fingerprints. Without a personal visit, the passport is not processed.
In addition to application submission methods, an electronic queue can be used for visiting the government agency.
What the Electronic Queue is For
The electronic queue is not for processing a passport but for organizing a visit to the passport office or State Services Center.
In the context of a passport, it is used to:
- Reduce waiting time
- Organize the queue online
The electronic queue does not replace application submission, does not include payment of the state fee, and does not itself initiate the passport processing process.
Simply put, the electronic queue is a way to conveniently get an appointment, not to process the document.
What Documents are Needed
For adult citizens applying for a passport, the following are required:
- Identity document (e.g., internal passport)
- Fully completed application
- Receipt of state fee payment
For children applying for a passport, the set of documents differs. The child's documents, as well as documents of their parents or legal representatives, are needed. The exact list depends on the specific situation and is clarified when submitting the application.

For a child's passport application, the following are required:
- Child's birth certificate
- Parents' identity documents
- Fully completed application
- Receipt of state fee payment
In individual cases, the following may additionally be required:
- Documents confirming legal representation
- Permissions

How Much Does Passport Processing Cost
The cost of passport processing in Uzbekistan depends on the applicant's age and the method of application submission. The amounts are given based on the current BBR value at the time of material preparation.
Payment is made in soums. The exact state fee amount is seen by the applicant when completing the application — on the government services portal or during personal application. Base rates and the BBR size are established by regulatory acts and published in the national legislation database lex.uz.
How to Obtain a Passport for a Child
A passport is processed separately for each child, regardless of age. The procedure largely coincides with that for adults but has its own specifics.
Who Submits the Application
The application for a child's passport is submitted by:
- Parents
- Legal representatives
The applicant confirms their right to represent the child's interests when submitting documents.
Child's Presence
The child must be present when submitting the application. This requirement is related to processing a biometric document: during submission, a photograph is taken and biometric data are recorded in the established order.
