Personal presence is mandatory because the passport is a biometric document. Fully remote processing or submission by proxy is not provided.

The reception process and waiting time depend on the specific center and workload on the day of the visit, but this does not affect the passport processing time.

Submitting an Application Through the Government Services Portal

The application can be pre-filled online via the my.gov.uz portal. On the website, the applicant selects the service and sees the current processing cost when applying through the portal.

After proceeding to the service, the applicant fills out an electronic form. Some data is automatically loaded by the system, while the remaining information must be entered manually.

At this stage, the region and point for submitting biometric data—State Services Center or migration department—are selected.

Next, additional details are provided in the application—information about relatives and work activity in recent years.

Before submission, the portal offers to review the entered data and confirm the application.

After confirming the application, the applicant pays the state duty through the portal. A reduced rate applies when submitting the application online.

After completing the application and paying the duty, the applicant must personally visit the selected State Services Center or passport office to verify documents and submit biometric data—photograph and fingerprints. Without a personal visit, the passport is not processed.

In addition to application submission methods, an electronic queue can be used for visiting the government agency.

What is the Electronic Queue For?

The electronic queue is not for processing a passport but for organizing a visit to a passport office or State Services Center.

In the context of a passport, it is used to:

  • Save time—by booking online
  • Schedule an appointment time

The electronic queue does not replace application submission, does not include payment of the state duty, and does not itself initiate the passport processing process.

Simply put, the electronic queue is a way to conveniently get an appointment, not to process the document.

To apply for a passport as an adult citizen, the following are needed:

  • Identity document (e.g., ID card or internal passport)
  • Completed application form
  • Receipt of state duty payment

For a child's passport, the set of documents differs. The child's documents, as well as those of the parents or legal representatives, are required. The exact list depends on the specific situation and is clarified when submitting the application.

A passport is issued separately for each child, regardless of age. The procedure largely coincides with that for adults but has its own specifics.
