Deputies from the A Just Russia party have submitted a bill to the State Duma proposing a 3% commission on all international bank transfers made by migrants. Party leader Sergey Mironov announced the initiative.
“The vast majority of migrants pay no taxes in Russia, yet they funnel huge sums out of the country, fueling the economies of Central Asian states. Meanwhile, the Russian budget receives not a single kopeck from this flow – no taxes or fees. All the cream is skimmed by payment systems and banks charging transfer fees. It’s time to end this charity,” Mironov stated.
According to him, statistics show that the bulk of cross-border transfers are made by migrants. Last year, a record $3.2 billion was sent to Kyrgyzstan, and in 2025, transfers to Uzbekistan reached $15 billion. “The deputies propose introducing a mandatory fee of up to 3% of the cross-border transfer amount,” he said.
“According to our calculations, the adoption of the law would bring an additional 45 billion rubles to the budget annually. I believe this is not superfluous money. Eventually, it will become additional revenue for the treasury, rather than income for our businesses or population,” Mironov concluded.
