The Ministry of Justice announced on its Telegram channel that President Shavkat Mirziyoyev has signed a decree approving the 'New Uzbekistan Youth 2030' strategy for 2026–2030, outlining key priorities for youth development.

Starting in 2026, minimum standards will be introduced for youth infrastructure facilities across regions, including educational institutions, sports venues, youth and cultural centers, libraries, cinemas, concert halls, amusement parks, and gardens.

In 2026–2027, each region will establish specialized streets (tourism, gastronomic, youth, and trade-service) featuring libraries, book cafes, and bookstores.

A major incentive: entrepreneurs selling over 10,000 books per month will be eligible for loans of up to 1 billion soums at an interest rate equal to 50% of the Central Bank's key rate, with a 6-month grace period and a term of up to 3 years.

Earlier, it was reported that under this decree, starting in 2027, families where the head is under 30 and has no real estate in the last 3 years will receive mortgage loans, with the portion of interest payments exceeding the Central Bank's key rate covered by the state budget.
