Uzbekistan has unveiled a draft presidential decree aimed at reducing the shadow economy in the tourism sector and ensuring service transparency. The document, developed by the Tax Committee, proposes the creation of a unified electronic database for all accommodation facilities, including dacha (country) houses.

Accommodation facilities are defined as individual residential houses or homesteads used for temporary guest lodging. Tourists staying at dachas will not be subject to a tourism fee, and no separate license or permit is required to provide services at tourist dachas.

Starting January 1, 2027, it will become mandatory for all accommodation providers to list their prices on the Unified National Tourism Platform. This measure is intended to curb illegal activity and improve state oversight in the tourism industry.

The draft also instructs the Tourism Committee and the Tax Committee to develop, within three months, a procedure for rewarding individuals who report illegal accommodation facilities not registered on the platform. Informants will receive 30% of the collected fine amount, and their confidentiality is guaranteed.

Public discussion of the draft will run until May 7, 2026.
