A new resolution by the Cabinet of Ministers, adopted on May 4, establishes a mechanism to reward individuals who report violations of industrial, radiation, and nuclear safety rules using photo or video materials. The system will be implemented starting August 1, 2026.
Citizens can record violations at hazardous production facilities and technical equipment, including accidents, explosions, and situations threatening human life and health. The submitted materials must clearly indicate the nature of the violation, geolocation, date, and time.
Photos and videos are submitted through the “E-Government” system with sender identification. Personal data is automatically protected. Editing, montage, or adding effects is prohibited; only cropping the segment showing the violation for technical reasons is allowed.
Applications are reviewed by the committee's territorial divisions within three working days, including an on-site inspection. If the violator cannot be identified, the materials are forwarded to internal affairs bodies. If criminal signs are detected, documents are submitted to law enforcement agencies.
The reward mechanism stipulates that the first person to provide reliable information receives 20% of the fine amount transferred to the committee. The reward is automatically credited to the applicant's payment system or bank card linked to their mobile phone number.
The committee is tasked with developing an information system for receiving and analyzing applications within three months. The Ministry of Internal Affairs must integrate its “E-Administrative Case” electronic system with this platform by July 1, 2026.
