Acting Prosecutor of Tashkent City, Anvar Ormonov, reported on the criminogenic situation in the capital at a session of the Tashkent City Council of People's Deputies on February 18. According to his statement, 30.6 thousand crimes were registered in Tashkent in 2025, a 4.7% decrease compared to the previous year's figure of 32.1 thousand. However, despite the overall decline in crime numbers, the share of cybercrimes has risen significantly: more than half of all offenses—16.25 thousand—are crimes committed using information technology.

The prosecutor's office noted that measures are being taken to enhance the effectiveness of crime prevention, including in-depth analysis of crime causes and timely identification of risks. The primary focus is on determining the real level of criminality and stabilizing the criminogenic situation. Under the implementation of the President's decree from January 3, 2025, efforts have been intensified in capital districts, with state agency heads assigned to 108 most problematic areas (70 "red" and 38 "yellow" categories) and headquarters established under territorial prosecutor's offices.

Interagency staff members are monitoring the execution of "roadmaps," including the accuracy of reports and their entry into a unified electronic system. During conducted inspections, cases of crime concealment were identified: 954 illegal decisions to refuse to initiate criminal cases (537 at the agency level, 417 at the district level) were revoked, and criminal cases were subsequently initiated based on them. Twenty-three of these fall under the category of serious crimes, with three more cases related to concealment without registration.

Special attention is being paid to cybercrime: over the past five years, the number of such crimes has increased 164-fold. In this regard, the Tashkent City Prosecutor's Office has developed four proposals for legislative amendments aimed at preventing such crimes. These proposals have been submitted to the General Prosecutor's Office and supported within the framework of legislative initiative. Additionally, control has been ensured over the registration of crime reports in the E-material system, their impartial review, and timely adoption of lawful decisions.

The President, at a meeting on January 27, criticized the activities of law enforcement agencies in combating cybercrime, organized crime, and fraud, stating that the system is not sufficiently effective against existing threats. The head of state also recalled the embezzlement of 186 billion soums within the Ministry of Internal Affairs system, leading to the arrest of former high-ranking officials. Following the meeting, the head of the Tashkent City Department of Internal Affairs, Ravshan Sultonkhodjaev, and acting prosecutor of the capital, Anvar Ormonov, were reprimanded.
