Uzbekistan will introduce new mandatory environmental requirements for construction sites starting June 1, though these rules will not apply to individual residential housing construction. According to a presidential decree, all construction sites must be equipped with background monitoring stations, with data integrated into a unified geoinformation database of the National Committee for Ecology and Climate Change.

Additionally, the decree mandates the installation of online cameras along the perimeter of construction sites and at exit points to enable online monitoring, with subsequent integration into the aforementioned system. Construction organizations found violating environmental regulations will face reductions in their rating scores on the "Transparent Construction" platform.

The submission of an environmental expert opinion is now compulsory during the review of project-estimate and urban planning documentation. For newly constructed buildings and structures over 12 meters in height and/or with a total area exceeding 500 square meters (excluding individual houses), green spaces must cover at least 30% of the allocated land plot. This requirement does not apply to renovation projects of outdated facilities.

By December 1, 2026, a system for collecting fallen leaves across at least one hectare in a single region will be implemented, followed by biological decomposition (composting) and the use of resulting organic substances as compost and mulch. By May 1, 2027, with the involvement of foreign companies and research institutes, a master plan for the environmental and water management of Tashkent City until 2035 will be developed.

The decree also establishes mandatory consideration of wind patterns ("wind rose") when obtaining environmental and construction expert opinions. "Wind corridors" will be approved in territorial master plans. Rehabilitation, reclamation, and greening of water fund lands damaged due to river and canal dredging or illegal extraction of sand-gravel materials will be financed by the offenders.
