Under a presidential decree issued on March 25, 2024, Uzbekistan is set to implement additional measures to ensure the supply of agricultural products to the population during the autumn-winter period. According to the Huquqiy axborot Telegram channel, key development targets for greenhouse farming in the republic have been set for 2026–2027.

Specifically, the plan includes the placement of modern greenhouse complexes on an area of at least 940 hectares in the Shurabad district of Surkhandarya region. The share of energy-efficient heating systems based on alternative energy sources is to be increased to at least 50%. Furthermore, the document outlines a phased reduction in the activities of entrepreneurs emitting harmful substances into the atmosphere, aimed at improving environmental standards.

The Shurabad district is also slated for the establishment of the "Surkhon-Agro" free economic zone. Greenhouse farms operating within this zone will benefit from incentives and preferences, such as a zero rental rate for land plots leased through electronic online auctions for a period of five years. Additionally, these farms will be exempt from fees for using wastewater and groundwater for irrigation and technological processes for three years.

In exceptional cases during periods of abnormally cold weather, the use of coal is permitted, provided that established environmental requirements are met. These measures are designed to strengthen food security and modernize the agricultural sector in Uzbekistan, addressing seasonal supply challenges.
