A new model of economic development is being implemented in the capital of Uzbekistan, under which each of Tashkent's 12 districts will receive a narrow specialization in industry or services. This strategy aims at a large-scale transformation of the city, which accounts for 21% of the country's GDP, and was announced during a meeting chaired by Shavkat Mirziyoyev.
The current year has been declared the “Year of Accelerated Development of the Capital and Growth of Population Incomes,” leading to ambitious tasks set for the city's leadership: to ensure 12% growth of the metropolis's economy, attract $9 billion in investments, and create jobs for 616,000 people. The key tool to achieve these goals will be assigning priority growth drivers to each district.
For example, Bektemir District will focus on chemical industry and wholesale trade, Mirzo Ulugbek District on cable production, science, and IT, while Mirabad District will become a center for the food industry, tourism, and catering. Jewelry and retail will be the hallmark of Uchtepa District, while Chilanzar District will concentrate on pharmaceuticals and sports.
Shaykhantakhur District will be oriented towards furniture production and gastronomic tourism, Yunusabad District towards paper industry, and Yashnabad District towards electrical engineering and transport logistics. In Yakkasaray District, priority will be given to light industry and financial services, in Yangihayot District to automotive manufacturing, in Almazar District to construction materials and education, and Sergeli District will become a base for metallurgy and auto service.
To form a “special business environment,” ministries will delegate licensing powers to their territorial subdivisions, which should simplify life for local entrepreneurs. Additionally, a special Coordination Council is being created for operational business support, which has already analyzed over 23,000 appeals. An additional financial driver will be the issuance of Tashkent's Eurobonds worth $500 million. It is also planned to strengthen industrial cooperation of capital enterprises with the country's regions, and leading international consulting companies will be involved in developing a long-term strategy for the city's development.
