The President of Uzbekistan has signed a decree aimed at improving management efficiency in the healthcare system and strengthening control over the quality of medical services. Several new units will be established within the Ministry of Health.

A key change is the creation of a research center for public health analysis, based on the existing Institute for Strategic Development. The center will study medical indicators and develop solutions to improve public health.

A clinical audit inspection with regional branches will be established to check the quality of medical services in healthcare facilities. Additionally, a content media center will be created for information support and communication with the public.

To enhance interaction with citizens, an outsourced call center will be introduced to receive appeals, complaints, and suggestions, along with a feedback system to promptly analyze the quality of medical care and respond to emerging issues.

Starting September 1, 2026, the powers of medical associations will be expanded. They will participate in developing and discussing standards of medical care, evaluating the quality of hospital work, and certifying and retraining medical personnel as independent professional experts.

From 2027, heads of major medical institutions will be appointed under contracts of up to 5 years, with mandatory performance evaluation based on a KPI system. Failure to meet KPIs may result in early termination of the contract.
