President Shavkat Mirziyoyev of Uzbekistan has signed a decree titled “On measures to introduce result-oriented management in the construction sector and simplify state services in the industry.”

The document aims to reduce time and financial costs for citizens and businesses in obtaining construction permits by up to two times, as well as to introduce artificial intelligence and reduce human involvement.

Starting September 1, 2026, a unified state service for issuing architectural and urban planning requirements will be introduced nationwide. In settlements with digitized master plans, such requirements will be generated automatically, without human intervention.

From July 1, 2026, connecting facilities to engineering and communication networks will be transferred to the “one application – one payment – all connection points” principle. By the end of the year in Tashkent, and by the end of 2027 in other regions, data on loads, reserves, and connection points will be converted to GIS format and integrated into the “Digital Government” platform. Technical conditions for connection in digitized settlements will be issued fully automatically.

Starting September 1, 2026, the Inspection for Control in Construction and Housing and Public Utilities will mandate the installation of video cameras at new facilities: apartment buildings built by entrepreneurs; social facilities of categories III and IV, hotels, tourist, trade, and industrial facilities; as well as budget facilities worth over 3 billion soums (excluding engineering and communication networks). The inspection will also digitize executive documentation and stop requiring paper versions, and will gradually implement AI-based analysis of applications for construction permits and commissioning.

From July 1, 2026, parallel construction (simultaneous design and construction) for new facilities will be prohibited. Instead, phased project development will be introduced. Exceptions include facilities financed from entrepreneurs’ own funds and direct foreign investments (except apartment buildings). For budget facilities, phased construction is allowed only by separate decisions of the president and the Cabinet of Ministers.

The inspection will also introduce penalty points for contractors who fail to comply with orders to eliminate defects during the warranty period in apartment buildings. Control over unauthorized construction will be tightened: disconnection of illegally built facilities from external engineering networks (electricity, water, roads), as well as increased liability of officials for illegal permits.
