In the Yangiyol neighborhood of Rishtan district, Fergana region, homes that were put into use in 2019 are cracking, foundations are subsiding, and the dwellings are turning into ruins day by day. Residents are forced to pay monthly loans, while the developer claims the houses are built with quality.
According to homeowners who contacted Kun.uz, relevant authorities have studied the problem, but no practical results have been achieved. “We live in constant fear,” says Adkhamjon Mukhammadaliyev.
“We bought the house on credit under a contract in 2018. It was handed over in June 2019. The down payment was 17 million soums. At first, there were minor defects — we thought we would fix them ourselves. After a year, following the first winter and rains, cracks appeared on the walls. During inspection, authorities issued a conclusion: ‘fit for habitation.’ Over time, the condition worsened. We repaired, but cracks reappeared. Floors subsided, the house tilted. More than 100 such ‘model’ houses were built in the neighborhood, most in a deplorable state. The house does not even meet 50 percent of the promised design. If a strong earthquake occurs, the house will simply bury us. There is virtually no seismic resistance. Floors have subsided by 5-10 centimeters. The load-bearing wall cracked due to subsidence. Bricks and slabs also cracked. At night, we hear the sounds of expanding cracks. I have accumulated half a chest of responses from authorities — zero results. The house needs to be demolished and rebuilt. The developer shifts blame onto us and does not offer repairs.”
Another homeowner, Murodil Akbarov, adds: “It sounds funny, but grass is growing inside my house from under the floor. Floors have subsided, plaster is falling off, walls are cracked. In a couple of years, the house will simply collapse. We live in fear. I moved into this house five years ago. I pay the loan every month. If the payment were for quality housing, I would pay without hesitation. But as it is, it’s impossible to live. I’m afraid the ceiling will collapse; I can’t sleep peacefully at night. The developers came a couple of times, shifted the blame to someone else, and left. In a strong earthquake, we’re done for.”
We spoke by phone with Mirzaakbar Mansurov, head of the private enterprise “Madina.” He denies the presence of cracks and claims that the foundation subsidence is the fault of the residents themselves. “Houses need cosmetic repairs every 1-2 years. The bricks and walls are ‘clear,’ but the houses are neglected, no one takes care of them,” he said. According to him, the residents who contacted Kun.uz themselves pour water under the foundation, causing the subsidence.
