Uzbekistan has established an electronic register of individuals convicted of corruption-related crimes, as reflected in amendments to the Law on Combating Corruption adopted on June 22.
The Criminal Code now explicitly defines corruption offenses, including bribery, embezzlement, fraud, and other economic crimes. Parole is prohibited for those who have not fully compensated for the damage caused by their crime.
Amendments to the Administrative Liability Code impose fines of up to 30 times the base calculation value on officials who violate requirements regarding the difference between the initial and average market price of public procurement items, excluding cases of embezzlement.
Individuals found guilty of corruption crimes are entered into the electronic register. The Ministry of Internal Affairs must input data within three business days after the conviction becomes legally effective. Information is retained for the duration of the criminal record.
Persons listed in the register face restrictions: they are barred from state service, participation in public procurement, and obtaining licenses and permits. The register is maintained by the Anti-Corruption Agency in cooperation with the Ministry of Internal Affairs.
Territorial councils for combating corruption are to be established in the Republic of Karakalpakstan, regions, and Tashkent city. Compliance and internal anti-corruption control units will be set up in state bodies and organizations.
A corruption risk map will be developed to assess and minimize corruption levels across state bodies, regions, and sectors. The map is based on data on corruption offenses, internal control results, and appeals from individuals and legal entities.
Transactions concluded as a result of corruption offenses may be declared invalid by a court upon application by an authorized state body or interested party. Whistleblowers who report corruption within their state body are protected from disciplinary action for two years, provided the Anti-Corruption Agency is notified in advance.
The law enters into force on the date of its official publication.
