Tashkent Mayor Shavkat Umurzakov signed a decision on June 22 introducing a special fire safety regime in the capital until September 15 due to increased fire danger during the summer period.
The city's Emergency Situations Department, together with district administrations and other services, has been tasked with strengthening fire prevention, analyzing the effectiveness of current measures, and promptly eliminating identified violations in the residential sector and economic facilities.
Special attention will be paid to compliance with safety rules when using air conditioners and other household electrical appliances. The use of homemade fuses and circuit breakers rated for higher than nominal current must be prevented in homes.
In mahallas, explanatory work will be carried out on a “house-to-house” basis. Specialized organizations must also check the condition of electrical and gas networks, water heaters, chimneys, and ventilation systems in residential buildings and apartment blocks.
Utility services have been instructed to identify faulty fire hydrants and reservoirs and take measures to repair them. In areas with limited access to fire water supply sources, round-the-clock water truck duty must be organized.
Separate instructions concern markets, shopping and entertainment complexes. Responsible organizations must check transformers, distribution boards, wires and cables for compliance with actual load and safety requirements. Old and damaged cables must be replaced if necessary. The document also prohibits the use of household liquefied gas cylinders for cooking in markets, shopping complexes and other service facilities. Strict bans on connecting catering establishments to natural gas networks in violation of legal requirements have been ordered, along with increased control in this area.
Control over gas stations will also be tightened. In particular, during hot hours – from 11:00 to 17:00 – work on transporting, draining and filling fuel in large-tonnage vehicles and containers at propane and gasoline filling stations must be limited.
The Main Internal Affairs Department, Emergency Situations Department, district administrations and utility services have been tasked with identifying barriers and other artificial obstacles on internal streets of mahallas, in courtyards of multi-story buildings and on facility territories if they impede the passage of fire and rescue vehicles, ambulances and other special transport. Illegal structures must be removed.
City services must also clear areas of dry vegetation, weeds and household waste in open areas and settlements. In 47 schools in Tashkent where day camps are organized, measures must be taken to ensure children's safety and prevent fires and other emergencies.
